The safest approach is to separate three questions from the start: is the work legally permitted, is the contractor properly qualified for it, and have price/scope/timing been documented well enough to resolve a disagreement later?

Before asking for quotes: does the work need municipal control?

Do not assume that because you own the property you can alter it freely. Depending on the work and property, the applicable route can involve exemption, prior communication or another municipal urban-planning procedure. Structural changes, façades, extensions, changes of use, protected buildings/areas and work affecting common parts deserve particular care. Ask the Câmara Municipal for the planning position for the exact property and project before committing money. Portugal’s urbanisation/building framework is the RJUE; local plans and municipal procedures still matter.

Finding and checking a contractor

Personal recommendations are extremely common, especially outside large cities, but still check who is legally doing the work. IMPIC lets you search private-works contractor alvarás and separately contractor certificates. The required entitlement depends on the work. For specialist electrical, gas, HVAC and similar work, also check any specialist certification that applies.

Get a quote that can actually be compared

Exact work and rooms/areas included.

Materials: brand/specification/quantity where important.

Whether VAT is included and whether you receive an invoice.

Labour, delivery, travel, scaffolding, skips and waste removal.

Who obtains licences/communications and technical documents.

Start window, estimated duration and important milestones.

Payment schedule and deposit.

How variations/extras must be approved.

Who repairs accidental damage and cleans the site.

Warranty/defect procedure and contact after completion.

A one-line WhatsApp price can be fine for a tiny repair; it is poor protection for a €20,000 renovation. Keep the quote, messages, photographs, invoices and proof of transfers.

Portuguese contractor culture: times can be very flexible

This surprises many newcomers, so it is worth saying plainly: with many small independent tradespeople in Portugal, particularly in rural areas, an agreed time is often much less rigid than a newcomer from northern Europe may expect. A builder, electrician, plumber or handyman may arrive late, turn up on another day, call shortly beforehand, or move your small job around a larger job. Sometimes nobody arrives and you have to contact them again. This is common enough that you should plan around it rather than assume every appointment will work like a fixed corporate service slot.

That does not mean you must accept endless unreliability. For something time-critical, say so explicitly, reconfirm the day before, keep some margin in your schedule and put deadlines that genuinely matter in writing. Local recommendations are valuable partly because neighbours know which tradespeople actually finish jobs and communicate.

Paying more for a more structured service

For some installations and renovations you can contract through a larger company or retailer rather than finding an individual tradesperson yourself. Leroy Merlin Portugal, for example, sells installation services and managed renovation/project services. This is normally a more formal process, with a defined point of contact, quote/service conditions and scheduled installation process, and it can cost more than arranging a local tradesperson directly. It is not a guarantee that nobody will be late or that a project cannot be delayed; even Leroy Merlin describes dates/time periods as subject to confirmation and availability. You are paying partly for structure, administration and a larger organisation to go back to if something goes wrong.

Summer and “avec season”

In many parts of Portugal—especially areas with a long history of emigration—you may hear locals refer informally to summer as the “época dos avecs” or simply “avec season”. Avec is colloquial slang commonly associated with Portuguese emigrants returning from France or other Francophone countries. Depending on speaker and tone it can be joking, affectionate or mildly derogatory; BorderlessAdvice uses it here because it is a real expression you may hear, not as a formal label for emigrants.

The practical renovation point is real: during the main summer-return period, many emigrant families are back in Portugal and want repairs, extensions, painting, kitchens, bathrooms and other work done while they are there. At the same time local workers take holidays and tourism creates additional demand. In areas with substantial emigrant populations, July and especially August can therefore be a difficult period for obtaining tradespeople quickly. If you have a substantial summer project, arrange it well in advance rather than expecting to find an available team after you arrive.

Deposits and payment

A deposit for materials or to reserve a job is not unusual, but avoid paying nearly the whole project before meaningful work is complete. For larger projects, milestone payments tied to identifiable progress give both sides clearer expectations. Pay traceably and obtain invoices/receipts. If the contractor says an extra is necessary, ask for the price and approve it in writing before the extra work is done where practical.

Apartment? Check the condomínio too

Even work inside your apartment can affect common structures, façades, pipes, roofs, ventilation or other owners. Check the condominium title/regulations and speak to the administrator before work that could touch common parts. Also respect applicable noise/building-hour rules and communicate disruptive work to neighbours.

If the job goes wrong

Photograph the defect/problem and preserve messages, quote, invoice and payment proof.

Notify the contractor in writing and state clearly what correction you want and a reasonable deadline.

Do not let a dispute grow through vague telephone conversations only; confirm important points in writing.

If safety or structural integrity is involved, obtain an independent qualified assessment before covering the work up.

For consumer disputes, consider the applicable complaints/consumer-resolution route and legal advice where the value justifies it.

For licensing/planning breaches, the Câmara Municipal is the key authority; for construction-sector authorisations, check IMPIC.

Renovation checklist

Check the Câmara before assuming the work is exempt.

Verify the contractor/required credentials.

Get two or three genuinely comparable quotes for substantial work.

Define materials, VAT, waste removal and exclusions.

Use staged payments for larger projects.

Reconfirm appointments and allow scheduling margin with small tradespeople.

Book well ahead for July/August in areas affected by “avec season”.

Photograph before, during and after the work.

Keep invoices and all important written approvals.

Do not make the final payment until agreed completion/defects have been checked.

Useful links

IMPIC — private-works contractor alvarás

IMPIC — private-works contractor certificates

RJUE — urbanisation and building legal framework

Leroy Merlin — installation services

Leroy Merlin — renovations and projects

Last verified: 2 October 2026.
