You may see região, distrito, município/concelho and freguesia on forms, addresses and statistics, while the service you actually need may belong to the national government, your Câmara Municipal or your Junta de Freguesia.

The practical hierarchy

Estado / national government: nationwide authorities such as Finanças, Segurança Social, AIMA, IRN, IMT and SNS administration.

Região: on mainland Portugal this often means a planning/statistical or intermunicipal region, not a general elected regional-government tier. Strictly speaking, município is the local authority/legal entity and concelho is commonly used for its territory, but Portuguese websites and everyday speech often use the terms almost interchangeably. The Câmara Municipal is not the territory itself: it is the municipality’s executive body.

Where do I go for what?

What you need

Usually start here

Why

NIF, tax address, IRS, e-Fatura

Finanças / Autoridade Tributária

National tax administration, not your Câmara or Junta.

NISS, contributions and Social Security benefits

Segurança Social

National Social Security system.

Immigration/residence permits

AIMA or the authority named for the specific procedure

Residence administration is principally national.

CRUE for an EU citizen staying over three months

Câmara Municipal for the area of residence

The EU registration certificate is issued locally by the municipality.

Planning, building permits and many property/urbanism questions

Câmara Municipal

Municipal competence; exact departments and procedures vary.

Municipal water/waste/local services

Câmara Municipal or municipal provider

Provision differs by municipality and may be delegated to a municipal/intermunicipal company.

Local attestations / atestados and certain residence confirmations

Junta de Freguesia

The parish is closest to the resident and commonly handles local attestations, subject to the legal requirements for the document.

Very local public-space, cleaning, minor maintenance or neighbourhood issue

Junta de Freguesia first

Many such tasks are parish competences or have been delegated by the municipality; if not, the Junta can normally redirect you.

Major road, planning, licensing or municipal policy issue

Câmara Municipal

Usually municipal rather than parish-level.

Citizen Card/civil registration

IRN / Loja de Cidadão / relevant public-service counter

National civil-registration competence.

Competences can be transferred or delegated between municipalities and freguesias, so for very local services the exact answer can vary. The official Portal Autárquico lets you identify the relevant local authority and its contacts.

What is a freguesia in practical life?

A freguesia is much more than an address subdivision. It is an elected local authority inside a municipality. The Junta de Freguesia is often the most approachable first stop for highly local questions and can issue certain attestations, manage local facilities and carry out tasks that the law or municipality assigns to it. Portugal currently has 3,258 freguesias, according to the Direção-Geral das Autarquias Locais.

Use the DGAL official freguesia search if you are unsure which parish a place belongs to.

What is the município / concelho?

The municipality is the larger elected local authority containing one or more freguesias. Portugal currently has 308 municipalities: 278 on the mainland, 19 in the Azores and 11 in Madeira. Municipal responsibilities are broader and commonly include urban planning, municipal licensing, infrastructure and a wide range of local public services. See DGAL’s official municipality explanation and directory.

So what does the district do?

On mainland Portugal, the distrito remains a familiar geographical and administrative reference. You will still see districts in datasets, addresses, searches and the territorial organisation of some services. But when you need an ordinary elected local authority, you normally deal with the municipality or freguesia, not a general-purpose elected “district council”.

The Direção-Geral do Território’s Carta Administrativa Oficial de Portugal (CAOP) is the authoritative mapping reference for administrative boundaries and shows municipalities, freguesias, districts and their relationship with NUTS areas.

And what is a região?

This word needs context. Mainland Portugal has regional structures used for statistics, planning and coordination, including NUTS regions, CCDRs and intermunicipal entities. These should not be confused with the constitution’s regiões administrativas: DGAL notes that mainland administrative regions provided for in the Constitution have not been instituted in practice. So a form asking for a “region” may be asking for a statistical/geographical region rather than your local-government authority.

Intermunicipal entities such as metropolitan areas and comunidades intermunicipais coordinate municipalities in areas including regional planning and essential public services. You can browse them in the DGAL local-entities directory.

Madeira and the Azores are different

Madeira and the Azores are autonomous regions with their own regional political institutions and powers. They still contain municipalities and freguesias, but you should not apply the mainland “district → municipality” mental model to the islands. Depending on the subject, the competent authority may be the autonomous regional government, municipality, freguesia or national state.

A fictional example

Suppose you live in a small village in the municipality of Viseu. Your property is physically in a particular freguesia; that freguesia sits inside the município/concelho de Viseu; Viseu is also the name of a mainland district. If you need a local attestation you may go to the Junta. If you need a planning licence you go to the Câmara. If you need to change your NIF address you use Finanças. The fact that all three matters concern the same home does not put them under the same administrative level.

How to find your correct municipality and freguesia

Use the Portal Autárquico map/search, which lets you navigate by district, concelho and freguesia.

For official boundaries, use the DGT CAOP administrative map.

For a rural property with an unclear address, ask the Junta/Câmara which freguesia and recognised locality the parcel belongs to rather than relying only on Google Maps.

Check the website of the specific Câmara or Junta for opening hours and whether the service requires an appointment.

Useful official links

DGAL Portal Autárquico: find municipalities, freguesias and local entities.

Municipalities: DGAL explanation.

Freguesias: DGAL explanation.

Search freguesias: official directory.

Official boundaries: DGT Carta Administrativa Oficial de Portugal.

Intermunicipal entities: DGAL overview.

Last verified: 2 October 2026.
