You use it when employment, self-employment, contributions, benefits and other dealings with Segurança Social need to be connected to you. It is different from your NIF (tax number) and SNS/utente number (healthcare).

Who needs a NISS?

Employees, independent workers and other people who need a Portuguese Social Security record can need a NISS. Portuguese citizens normally receive it through the national identification system. Foreign residents can apply through the Social Security process, and eligible foreigners with a Portuguese address can now also use the government’s combined NIF + NISS + SNS number service at participating Espaços Cidadão.

For the live eligibility rules, start with gov.pt’s NIF and NISS guide for foreigners. If you qualify for the combined service, see gov.pt — request NIF, NISS and SNS numbers together.

How to get a NISS as a foreigner

The documents depend on why you need the number and your immigration position. Current government guidance lists identification, evidence supporting the reason for registration and, where applicable, residence/regularisation evidence. Work evidence can include an employment contract, proof of starting independent activity plus invoices/receipts, company-registration evidence, or documents for other recognised situations.

An employer can also request a NISS for a foreign worker in the circumstances described by Social Security. Importantly, Portugal clarified in 2026 that an employer does not have to wait for a foreign worker’s NISS before signing the employment contract: after the NISS is assigned, the employer communicates the employment relationship through Segurança Social Direta. See the official 2026 gov.pt clarification.

What is the NISS used for?

Registering employment and Social Security contributions.

Managing your record through Segurança Social Direta.

Independent-worker contributions and quarterly declarations.

Checking contribution history and amounts due.

Accessing benefits where you meet the separate eligibility/contribution conditions.

Family, parental, sickness, unemployment, pension and other Social Security procedures where applicable.

Proving Social Security registration in administrative processes that require it.

If you are an employee

For ordinary employees, the employer handles the employment registration and withholds the worker’s Social Security contribution through payroll. gov.pt currently states that the employee contribution is normally 11% of gross salary. The employer has its own contribution obligations. Do not confuse the NISS itself with proof that all contributions have actually been paid: check your record in Segurança Social Direta.

If you are a freelancer / trabalhador independente

Opening independent activity at Finanças and having a NISS connects your activity to the independent-worker Social Security system. For most workers under the quarterly regime, you report income in January, April, July and October, and the resulting contribution applies to the following contribution period. Current Segurança Social guidance uses 70% of service income as relevant income for ordinary services and generally applies a 21.4% contribution rate to the resulting contribution base. Other income/activity categories can use different percentages or rates.

The first-year rule: usually no contributions at first

This is one of the most useful rules for a new freelancer to understand. If this is your first-ever start of independent activity, Social Security’s current guidance says your first compulsory enquadramento normally only takes effect on the first day of the 12th month after the activity begins. In practical terms, that usually means no independent-worker Social Security contribution during the initial period.

This is often casually called a “first-year exemption”, but the legal mechanism is better understood as the first mandatory Social Security enquadramento starting later. You can ask to start contributing earlier through the quarterly declaration if you want coverage/contribution history sooner. If you close and later restart activity, do not assume you receive a fresh 12-month period: restart rules differ. Read Segurança Social’s current independent-worker guide/FAQ.

Is there a second-year discount?

Not as an automatic “year two” discount. After the initial first-activity period, the normal contribution rules start to apply. However, under the quarterly system, at the declaration stage an eligible independent worker can choose a relevant income up to 25% lower or higher than the amount calculated from declared income, in 5% steps. Choosing -25% lowers the contribution base and therefore the contribution, but it can also affect the contributory record and future benefits. It is an elective adjustment to the contribution base, not a special discount awarded simply because you are in your second year.

There are also genuine contribution exemptions in specific circumstances — for example, some people who combine qualifying paid employment with independent work — but those have their own conditions. Use gov.pt’s tax and Social Security guide and the Segurança Social independent-worker FAQ rather than assuming an exemption applies.

A simple freelancer example

If a freelancer declares €6,000 of ordinary service income for a quarter, Segurança Social’s own example takes 70% (€4,200) as relevant income, divides that by three to obtain a €1,400 monthly contribution base, and applies 21.4%, producing €299.60 per month before any permitted adjustment or exemption. The exact result can differ by activity type, accumulated employment, organised accounting and other rules.

Quarterly declarations and payments

January: report October–December income.

April: report January–March.

July: report April–June.

October: report July–September.

Independent-worker contributions are normally paid monthly between the 10th and 20th of the following month.

Use Segurança Social Direta to file, check amounts and manage payment options.

NISS is not the same as NIF or SNS administration, but they remain separate identifiers with different authorities and purposes.

Common mistakes

Assuming a NIF automatically gives you a NISS.

Thinking an employer cannot sign a contract until the NISS arrives.

Calling the initial freelancer rule a guaranteed recurring “one-year exemption”.

Assuming reopening freelance activity creates another free first year.

Believing there is an automatic second-year discount.

Missing quarterly declarations once your independent-worker regime is active.

Ignoring Segurança Social Direta messages and contribution notices.

Assuming that having a NISS alone makes you eligible for every Social Security benefit.

Using an old guide with outdated IAS thresholds or contribution examples.

Practical checklist

Determine why you need a NISS: employment, self-employment, company role or another Social Security reason.

Check the current foreign-applicant documentation on gov.pt.

If eligible, consider the combined NIF + NISS + SNS service.

Set up Segurança Social Direta access.

If employed, verify that the employment relationship appears correctly.

If self-employed for the first time, note when your first mandatory enquadramento actually starts.

Decide whether you have a reason to opt into contributions earlier.

Once active, calendar January, April, July and October declarations.

Check whether a specific exemption applies if you also have paid employment.

Consider the permitted ±25% quarterly adjustment, understanding that lower contributions can affect contributory protection.

Pay contributions by the applicable deadline and keep your record current.

External links worth keeping with this guide

Foreign
