The aim of this checklist is not to complete Portuguese bureaucracy abroad; it is to arrive with the right residence route, documents, evidence, transition cover and appointments so that the first weeks do not become a hunt for paperwork you left behind.

Start 8–12 weeks before moving

Confirm the legal route for every person moving. EU/EEA/Swiss citizens use free-movement rules; non-EU nationals should establish the correct visa/residence route before relocating. Do not plan around a forum post or somebody else’s nationality.

Check passport/ID validity. Keep originals accessible and create secure digital copies.

Collect civil-status documents. Birth, marriage, divorce, custody and name-change documents can become important for residence, family, school and other procedures.

Check legalisation/apostille and translation requirements. Requirements depend on the document, issuing country and Portuguese procedure. Do this while you can still easily reach the issuing authority.

Plan your Portuguese address. Residence, tax and other procedures can depend on credible proof of where you live. Ask in advance what your landlord, host or accommodation provider can supply.

Map your first-month cash flow. Keep access to an existing account/card while Portuguese banking and identifiers are being arranged.

Your document folder

Carry the core folder with you rather than putting it in checked luggage or a removal truck. A paper set plus encrypted digital copies is sensible.

Passport or national ID for each household member.

Visa/residence approval documents where applicable.

Birth and marriage/civil-status certificates relevant to your route.

Employment contract, assignment letter or proof of income where relevant.

Evidence of accommodation/address.

Recent bank/income evidence if your immigration route requires means of subsistence.

School reports, diplomas and professional qualifications.

Vaccination and essential medical records.

Driving licence and any authenticity/translation documents your licence-exchange route may require.

Pet passport/health documents if bringing animals.

Inventory/transport paperwork for household goods where relevant.

NIF, NISS and SNS: plan them, but do not confuse them

The NIF is the tax-identification number and is used for many ordinary contracts and financial matters. The NISS identifies you for Portuguese Social Security. The SNS número de utente identifies you in the public health system. They are three different systems and none of them, by itself, is a residence permit.

Portugal currently offers a combined NIF/NISS/SNS-number request at selected Espaços Cidadão for eligible foreign residents with a Portuguese address. Check current eligibility and locations shortly before your move rather than assuming this route will suit you. A NIF can also be requested separately under the applicable rules.

Housing: ask for paperwork before paying long-term

Confirm the full address and whether the arrangement can be documented.

Ask what rental contract, landlord declaration, invoice or other proof of occupancy will be available.

Check deposits, advance rent, utilities and what is included.

Do not assume a holiday rental automatically supplies the evidence needed for every residence/tax procedure.

Keep payment records.

Healthcare and medication before departure

Arrange appropriate transition health cover for your status and residence route.

Bring enough regular medication for a reasonable transition period where legally permitted.

Carry a medication list using generic/active-ingredient names, doses and relevant diagnoses/allergies.

Bring essential specialist reports and vaccination records rather than your entire medical history.

Know that receiving an SNS user number is not identical to having every cost automatically covered; the health record must contain the required identification/residence information for the applicable entitlement.

If you drive

Check the rule for the country that issued your licence before moving. EU licences can generally be used until expiry, while other licences may fall under bilateral/reciprocity arrangements or require exchange under different deadlines. Some exchanges require proof of authenticity and, depending on language, a translation. Gathering that evidence is usually easier before you leave the issuing country.

Do not assume the same rule applies to a partner whose licence was issued in a different country.

If you bring a dog, cat or ferret

For ordinary non-commercial movement from another European country, DGAV currently requires identification by microchip (with limited legacy tattoo exceptions) and the appropriate pet passport. Entry from outside the EU has additional health-document and entry requirements, and Portugal’s rules were updated in April 2026. Check DGAV for your exact origin shortly before travel.

Children and education

Collect school reports/transcripts and proof of completed years.

Bring birth/custody documentation where relevant.

Bring vaccination/health records.

Research schools based on the address where you expect to live; do not assume every school place or programme is portable between municipalities.

If using an international/private school, contact schools early about admissions calendars and deposits.

Work and qualifications

Confirm separately that your immigration status permits the intended work.

Bring employment evidence and payroll details requested by the employer.

If the profession is regulated, start qualification-recognition research before moving.

For self-employment, do not mistake obtaining a NIF for opening tax activity; trabalhador independente, Social Security and invoicing have separate steps.

Practical services to prepare

Keep your current mobile number active long enough to receive bank/security codes.

Use an email address you will retain after leaving your employer or university.

Keep at least two functioning payment methods.

Arrange mail forwarding where useful.

Download or securely store key documents before cancelling old accounts/services.

Check removal-company insurance and inventory arrangements if shipping household goods.

Do not cancel your old health/vehicle/home arrangements until you know the effective start date of replacements.

One week before departure

Recheck any appointment confirmations and current immigration instructions.

Confirm accommodation access and the exact address.

Put the document folder, medicine and essential chargers in hand luggage.

Save Portuguese emergency number 112.

Save your embassy/consulate contact details where relevant.

Confirm pet/travel paperwork is still valid on the travel date.

Keep evidence of your journey/arrival where it may later help establish dates.

Do not waste time doing these too early

Do not assume every Portuguese identifier can or should be obtained before you have the address/status required for it.

Do not sign unnecessary long contracts merely to create proof of address.

Do not pay unverified intermediaries for tasks available directly through Portuguese public services.

Do not order every apostille and translation you can imagine; check what your actual procedure requires.

Do not close all banking and phone access in your old country on departure day.

Recommended order

8–12 weeks: residence route → documents → housing research → school/work/health planning. 2–4 weeks: confirm accommodation, transport, transition cover, money access and required legalisation/translation. Final week: recheck official instructions, pack the document folder and confirm appointments. After arrival: move into the address → complete the residence/registration steps that apply to you → establish NIF/NISS/SNS records as applicable → banking, healthcare, work/school and digital-government setup.

Official links to check before you leave

gov.pt — Migrants in Portugal

gov.pt — Residing in Portugal

gov.pt — Combined NIF, NISS and SNS-number service

gov.pt — Foreign driving-licence exchange

DGAV — Travelling with animals

gov.pt — Healthcare for migrants

Last verified: 2 October 2026.
