A legal ordinary e-bike — including a fatbike that meets the same limits — remains a bicycle. A speed pedelec is a moped. An illegally modified e-bike can fall outside the ordinary bicycle rules entirely.

Ordinary e-bike and fatbike: current rules

A compliant ordinary electric bicycle has pedal assistance, a motor rated at no more than 250 watts, and assistance that stops at 25 km/h. You must pedal for the motor to propel the bike; a walk-assist/throttle function that can move the bicycle without pedalling is limited to walking speed (up to 6 km/h).

Requirement

Ordinary e-bike / compliant fatbike

Minimum age

None at present

Driving licence

No

Registration plate

No

Compulsory WA vehicle insurance

No

Helmet

Not currently compulsory; recommended

Where to ride

Normal bicycle rules, including cycle tracks

Fatbike is not a separate legal shortcut. If a fatbike exceeds ordinary e-bike limits, has an illegal throttle or has been modified so assistance continues above 25 km/h, you cannot simply keep treating it as a bicycle. Using an illegally modified vehicle on public roads can lead to enforcement, liability and insurance problems.

Speed pedelec: a different vehicle category

A speed pedelec can provide assistance up to 45 km/h and is treated like a moped.
