Before buying, check resident parking, waiting lists, private-parking restrictions and environmental access at the exact address where you will live.

Resident parking permits are local

There is no single Dutch resident-parking permit. Municipalities set their own permit areas, prices, waiting lists, maximum permits per address and rules about private parking spaces. A permit in one district does not imply a permit at another address.

Amsterdam, for example, requires residence at the address and can reduce entitlement where a private parking space exists; some areas have waiting lists and some newer developments are excluded from ordinary permits. Other municipalities use different rules. Check the address before signing a lease, buying a home or buying a car.

Blue zones

A blue parking zone is normally marked by signs and blue road markings. You use a parking disc and may stay only for the stated maximum time unless a local exemption/permit applies. The exact hours and exemption system are municipal.

Milieuzone versus zero-emission zone

Zone

What newcomers should know

Milieuzone

Low-emission access rule, mainly affecting older diesel vehicles in municipalities that use one. The national milieuzones site provides a plate check and current locations.

Zero-emissiezone (ZE-zone)

Since 2025, municipalities have introduced ZE zones primarily for vans and trucks used for goods/commercial traffic, with transition rules/exemptions. Ordinary passenger cars are not subject to the ZE-zone requirement simply because they are passenger cars.

Do not confuse the two. RDW explicitly notes that a passenger car does not need a ZE-zone exemption, but a passenger car can still be affected by a separate municipal milieuzone. Always check both the vehicle category and the city.

2027 change already announced

The national milieuzones information currently states that Eindhoven will introduce a blue milieuzone for passenger cars from 1 January 2027. Because local access rules change, recheck the live location list before buying an older diesel or before a city trip.

Before buying a car for city living

Enter the exact home address on the municipality’s parking-permit page.

Check whether the building has a private parking right/space that reduces permit entitlement.

Check the waiting list, not only the annual permit price.

Run the number plate through the national milieuzone checker.

If it is a van/truck, separately check ZE-zone rules and transition dates.

Price alternatives such as P+R, neighbourhood garage subscriptions, car sharing and public transport before assuming ownership is cheaper.

Moving house with a car

A parking permit often does not simply follow you to the next address. Some municipalities stop or recalculate the permit when the BRP move is processed. Reapply/check eligibility for the new address early, especially where waiting lists exist.

How municipal parking permits, blue zones, low-emission zones and zero-emission zones affect car ownership and city driving in the Netherlands.

[2
411,424,422,423,425
427,426,255,284,261,17,308
428,20,19
28,30,26

post-461","ba_guide","type-ba_guide","status-publish","hentry","ba_country-netherlands","ba_topic-cars","ba_topic-environmental-zones","ba_topic-parking","ba_topic-parking-permits","ba_topic-zero-emission-zones","ba_audience-car-owners","ba_audience-drivers","ba_audience-employees","ba_audience-families","ba_audience-newcomers","ba_audience-residents","ba_audience-students","ba_section-driving-transport","ba_section-living","ba_section-moving","ba_stage-getting-established","ba_stage-living-stage","ba_stage-preparing
["GET
