Most people will never face a major disaster, but a modest amount of preparation can make an enormous difference when roads close, electricity fails, mobile networks become overloaded or authorities order an evacuation.

Start with the official warning channels

Use official information before social media. The main sources are:

ANEPC / Proteção Civil for civil-protection alerts, preparedness advice and emergency information;

IPMA for weather warnings, heat, rain, wind, maritime conditions and rural-fire danger;

112 for immediate life-threatening emergencies;

SNS 24 — 808 24 24 24 for non-life-threatening health advice;

your Câmara Municipal and local Civil Protection service for local incidents, road closures and evacuation information.

AvisoPROCIV emergency SMS alerts are sent free of charge to mobile phones in affected areas and do not require registration. Treat a received alert seriously and follow the stated instructions.

Build a simple household emergency plan

Every household should know:

how to leave the property by more than one route;

where to meet if household members become separated;

who will collect children, elderly relatives or pets;

where the electricity, gas and water can be shut off;

which neighbours may need assistance;

where important documents and medication are kept;

how to receive information if mobile data stops working.

If you live in a rural area, identify whether your normal road can be blocked by fire, fallen trees, snow, flooding or landslides. A second route is particularly valuable.

A practical go-bag

You do not need an elaborate survival kit. A sensible evacuation bag can include:

copies of IDs, residence documents, insurance and important contacts;

essential medication and a medication list;

water and easy-to-carry food;

phone chargers and a charged power bank;

torch and spare batteries;

basic first-aid supplies;

small amount of cash;

spare keys;

glasses/contact-lens supplies;

weather-appropriate clothing;

pet lead/carrier, food and veterinary details where relevant.

Keep the kit somewhere accessible. It is of little use if it is buried in a loft when smoke or floodwater means you need to leave immediately.

Wildfire: leave early when instructed

Wildfire is a major hazard in many parts of mainland Portugal and can develop rapidly in hot, dry and windy conditions. Follow IPMA rural-fire danger information and ANEPC/local Civil Protection instructions.

If authorities tell you to evacuate, do not delay to protect possessions. Close windows and doors if time permits, take medication, documents and pets, and use the route instructed by authorities. Do not drive toward visible smoke to “have a look” or use forest roads that may become blocked.

Keep vegetation and access around rural homes managed under the applicable fuel-management rules. BorderlessAdvice guide #128 covers the legal land-clearing requirements in detail.

Smoke can be dangerous even when the fire is distant

Smoke may travel far from an active fire. People with asthma, COPD, cardiovascular disease, children and older people can be particularly affected. Keep windows closed when advised, reduce strenuous outdoor activity and follow DGS/SNS guidance. If breathing becomes seriously difficult, call 112.

Earthquakes: Drop, Cover and Hold On

Portugal has meaningful seismic risk, particularly in Lisbon and the Tagus Valley, the Algarve and the Azores. During strong shaking:

Drop to reduce the risk of being knocked over;

Cover your head and neck under a sturdy table or beside substantial furniture if no table is available;

Hold On until the shaking stops.

Stay away from windows, exterior walls and objects that can fall. Do not run downstairs while the building is shaking and do not use lifts.

After the earthquake, expect aftershocks. Check for injuries and obvious gas/electrical damage, leave unsafe buildings carefully, and follow Civil Protection instructions. Near the coast, unusually strong or long shaking can also mean tsunami risk; move inland/uphill when authorities advise it.

Secure the home before an earthquake

Simple measures reduce injury risk: secure tall bookcases, avoid heavy objects above beds, know the utility shut-offs and keep footwear/torch accessible at night. In older buildings, structural condition matters more than buying extra emergency gadgets; seek professional advice if you have concerns about a building.

Extreme heat

Heatwaves are increasingly important in Portugal. DGS recommends staying hydrated, avoiding unnecessary exposure during the hottest hours and keeping vulnerable people in cooler environments. Older people, babies/young children, people with chronic illness, people taking certain medicines and people with reduced mobility can be especially vulnerable.

Practical measures include:

close shutters/blinds on sun-facing windows during the hottest period;

ventilate when outside air becomes cooler;

drink regularly rather than waiting to feel thirsty;

avoid strenuous work in peak afternoon heat;

check on isolated neighbours;

never leave children, dependent adults or animals in a parked vehicle.

DGS guidance during intense heat recommends spending at least two to three hours in a cool or air-conditioned environment where possible for people at higher risk.

Floods and intense rain

Flash flooding can occur quickly after intense rain, including in places that looked dry hours earlier. ANEPC advice includes clearing drainage where safe, protecting movable possessions, moving animals/equipment away from flood-prone areas and avoiding low-lying routes.

Never drive or walk through floodwater when you do not know its depth or current. Water can conceal open drains, damaged roads and strong flow. Turn around and use another route.

Storms, high winds and coastal hazards

Before severe wind:

secure garden furniture, bins, awnings and loose roof items;

park away from trees where possible;

avoid forest roads during/after major wind events because falling branches can remain a hazard;

respect coastal closures and maritime warnings.

Do not approach cliffs, sea walls or exposed promenades to photograph large waves during a maritime warning.

If electricity, water or communications fail

Short outages are manageable if you prepare. Keep phones/power banks charged when severe weather is forecast, maintain drinking water, and know how your property behaves without electricity. Rural houses that depend on an electric borehole pump may lose water even when the borehole itself is fine.

If you rely on electrically powered medical equipment, discuss outage contingency planning with your healthcare provider and electricity supplier before an emergency.

Generators: carbon monoxide kills

Never operate a petrol/diesel generator, barbecue or other combustion appliance inside a house, garage or enclosed veranda. Carbon monoxide is invisible and potentially fatal. Generators must be operated outdoors in an appropriate location, away from doors/windows, with safe electrical connection practices.

Pets, horses and livestock

Animal evacuation takes longer than human evacuation. Keep carriers/leads accessible, identify where larger animals can be moved, and do not wait until flames are visible before deciding how to transport horses or livestock. Maintain identification and veterinary records.

If animals cannot travel with you to an official shelter, have a backup arrangement with family, neighbours, kennels, stables or another safe property.

Older people and vulnerable neighbours

Emergency plans often fail because they assume everyone can drive, understand an SMS alert, lift a bag or climb stairs. If someone in your household or nearby is elderly, disabled, medically dependent or isolated, agree in advance who will check on them and how they will leave if necessary.

Insurance and documentation

Photograph your home and valuable possessions periodically and keep copies of insurance policies and key documents somewhere accessible outside the property or in secure cloud storage. After an incident, photographs taken before and after damage can help with insurance claims.

Check what your policy actually covers: fire, storm, flooding, earthquake and contents cover are not necessarily identical products or automatically included at the level you expect.

Returning after evacuation

Do not return merely because smoke has cleared or rain has stopped. Wait until authorities say the area is safe. Hazards can include weakened trees, unstable walls, contaminated water, damaged electricity lines, hot spots and blocked roads.

Useful official resources

ANEPC / Proteção Civil

IPMA — weather and rural-fire danger

DGS — health guidance

SNS 24

ICNF wildfire/burning information

Bottom line

Preparedness in Portugal is not about expecting disaster. It is about being able to act quickly when official warnings arrive. Know your routes, keep a small evacuation kit, follow ANEPC/IPMA rather than rumours, protect vulnerable household members and leave early when authorities tell you to.

Verified 3 October 2026 against current ANEPC, IPMA, DGS and SNS guidance.

A practical Portugal household emergency guide: official alerts, go-bags, evacuation, wildfire, earthquakes, heatwaves, floods, outages and vulnerable household members.

[3
795,1476,1479,1478,1477,839,944
284,261,17,1483
1480,1348
1350,1481,1482

post-1204","ba_guide","type-ba_guide","status-publish","hentry","ba_country-portugal","ba_topic-civil-protection","ba_topic-earthquake","ba_topic-emergency-preparedness","ba_topic-flood","ba_topic-heatwave","ba_topic-portugal","ba_topic-wildfire","ba_audience-families","ba_audience-newcomers","ba_audience-residents","ba_audience-rural-homeowners","ba_section-practical-living","ba_section-safety","ba_stage-civil-protection-portugal","ba_stage-portugal-emergency-preparedness","ba_stage-wildfire-earthquake-heatwave-portugal
["GET
