For dogs, cats and ferrets, the key Portuguese system is SIAC — Sistema de Informação de Animais de Companhia.

1. Bringing a dog, cat or ferret to Portugal

If you are moving from another European country, start with the current DGAV rules for travelling in Europe. In the normal non-commercial movement of up to five dogs, cats or ferrets, the animal needs compliant identification, the appropriate pet passport and a valid rabies vaccination. For a first rabies vaccination, the normal travel validity starts after the required waiting period.

If you are arriving from outside the EU, including Great Britain except Northern Ireland, use DGAV’s non-EU entry route. Portugal’s pet-travel framework changed on 22 April 2026, so old relocation blogs may quote superseded forms or regulations.

Microchip first: the identification and rabies record must match correctly.

Rabies: dogs living in Portugal are subject to compulsory rabies vaccination from three months of age; DGAV states vaccination of cats and other susceptible species is voluntary domestically, although travel rules can separately require it.

More than five animals / commercial movement: different animal-health and TRACES requirements can apply.

Other species: rabbits, rodents, birds, reptiles and aquarium fish have species-specific rules; do not assume the dog/cat passport system applies.

2. SIAC registration after you move

All dogs, cats and ferrets subject to the Portuguese system must be microchipped and registered in SIAC. An animal arriving from abroad and remaining in Portugal for 120 days or more must be registered in SIAC. A SIAC-accredited veterinarian can normally do this; potentially dangerous dogs arriving from abroad are handled through the municipal veterinarian.

You can check whether a microchip is registered in SIAC. After registration, keep the DIAC — Documento de Identificação do Animal de Companhia. DGAV says the DIAC or pet passport should accompany the animal when travelling within Portugal.

3. Find a veterinarian early

Do not wait for an emergency. Register with a nearby clinic and identify the closest hospital or 24-hour emergency service. DGAV maintains the official CAMV veterinary-centre information and authorised-centre list. Ask your local clinic how it handles out-of-hours emergencies because arrangements vary by area.

A useful first appointment after an international move is a microchip/SIAC check, review of the vaccination record, parasite prevention appropriate to your region and confirmation that the passport/DIAC details match your current contact information.

4. Pet insurance

Pet insurance is available in Portugal, but products differ substantially: some are mainly civil-liability/assistance policies, some use a contracted veterinary network, and others reimburse eligible veterinary expenses subject to limits, exclusions, waiting periods and deductibles. Compare the policy rather than only the monthly premium.

Fidelidade Pets — several levels combining assistance, liability and health cover.

Generali Tranquilidade Cães e Gatos — network-based veterinary benefits with optional/plan-dependent health and liability protection.

DECO PROteste’s 2026 pet-insurance comparison — useful independent comparison of current products.

For dogs classed as dangerous or potentially dangerous, separate legal obligations can apply, including licensing and liability-insurance requirements. Start with DGAV’s dangerous/potentially dangerous animal guidance.

5. Buying food and pet supplies

Supermarkets carry basic food and litter, while specialist chains and independent shops have wider ranges. Examples include Kiwoko Portugal and Tiendanimal Portugal. Veterinary diets are also sold through many clinics and specialist retailers.

For products that are easier to order online, you can also browse Amazon.es pet supplies. Affiliate disclosure: BorderlessAdvice may earn a commission from qualifying Amazon purchases, at no extra cost to you.

6. Renting with pets

Before paying a deposit, ask explicitly whether the landlord accepts your animal and make the answer part of the written agreement where possible. Also check condominium/common-area rules in apartment buildings. A landlord accepting a pet does not remove your responsibility for noise, hygiene, damage or nuisance.

7. Dogs, barking and rural Portugal

Expect a noticeable difference between dense city apartments and rural Portugal. Dogs are commonly kept on rural properties for companionship, guarding and working purposes, so occasional barking can be part of the normal soundscape. That does not mean persistent nuisance has no limits. If a neighbouring animal is causing a serious recurring problem, begin with a calm conversation where safe, document the pattern, and use the local police or municipal route if necessary.

Animal-welfare standards have also changed substantially over recent decades. Portugal now has identification, welfare and anti-abandonment rules and an active public debate around animal protection. The Pessoas-Animais-Natureza (PAN) party is one visible part of that political and social shift. This is background context, not a substitute for DGAV or legislation on the actual rules.

At the same time, older rural practices involving farm animals still exist. Do not assume a traditional practice is automatically lawful: slaughter, transport, identification, welfare and food-safety rules can apply even where something has historically been done privately. Pets and livestock are regulated differently.

8. Lost animals

Check that the SIAC record has your current telephone number and address.

Use SIAC Perdidos.

Contact nearby veterinary clinics, the municipal veterinary service and local animal shelters.

For a found animal, a vet or appropriate service can scan the microchip.

9. Before you move: pet checklist

Check DGAV’s route for your country of origin.

Verify the microchip can be read and matches every document.

Check rabies vaccination validity and any required waiting period/titre test.

Book airline/ferry pet transport separately; carrier rules are not the same as border rules.

Carry original health/travel documents.

After arrival, arrange SIAC registration when required.

Choose a local vet and identify an emergency clinic.

Update your contact details whenever you move.

Check landlord/condominium rules before signing a home.

Compare insurance based on exclusions, limits and provider network, not just price.

Last verified: 3 October 2026. Pet-travel rules depend on species, origin country, rabies status and whether the movement is commercial. Always use the current DGAV route for the actual journey.

A practical guide to bringing pets to Portugal, SIAC registration, vets, insurance, pet supplies, housing, rural life and lost animals.

[3
1336,1330,1329,1332,1335,644,1333,1331,1334
638,284,261,1341
616,500,20,19
1340,1337,1338,1339

post-1171","ba_guide","type-ba_guide","status-publish","hentry","ba_country-portugal","ba_topic-animal-welfare","ba_topic-cats","ba_topic-dogs","ba_topic-microchip","ba_topic-pet-insurance","ba_topic-pets","ba_topic-rabies","ba_topic-siac","ba_topic-veterinary","ba_audience-expats","ba_audience-families","ba_audience-newcomers","ba_audience-pet-owners","ba_section-family","ba_section-healthcare","ba_section-living","ba_section-moving","ba_stage-pet-insurance-portugal","ba_stage-pets-portugal","ba_stage-siac-portugal","ba_stage-vets-portugal
["GET
