Old travel articles are particularly dangerous here because several former SCUT motorways stopped charging tolls on 1 January 2025.

The important 2025 change: many former SCUT tolls disappeared

Since 1 January 2025, user tolls were abolished on the A22 Algarve, A23 Beira Interior, A24 Interior Norte, A4 Transmontana and Túnel do Marão, A13/A13-1 Pinhal Interior, plus specified sections of the A28 between Esposende–Antas and Neiva–Darque. If an older blog tells you to buy an electronic-toll product simply to drive the A22 across the Algarve, it is out of date.

That does not mean Portuguese motorways are generally free. Major tolled routes remain, so check the route you will actually use rather than applying an old “SCUT” list to the whole country.

Three toll situations you will encounter

1. Conventional toll plazas

You enter or leave through a physical toll plaza. Depending on the road and lane, payment may be by ordinary payment methods or electronically through Via Verde. If you do not have a valid Via Verde arrangement, do not casually follow a Via Verde-only lane just because it is moving faster.

2. Electronic charging

Some toll collection is read electronically rather than through a normal barrier. This is where visitors historically got caught out: driving underneath a gantry does not mean the road was free. A properly configured Via Verde arrangement is the simplest way to make these passages automatic.

3. Toll-free motorway sections

Some roads that older guides still describe as electronic-toll roads are now free, including the 2025 abolition routes above. Always use current information.

Via Verde: the easiest solution for many residents

Via Verde is Portugal’s electronic toll system. With the appropriate plan and a correctly associated vehicle/payment method, toll passages are charged automatically. Depending on the plan, Via Verde can also be used for services such as parking and electric charging.

For someone living in Portugal and regularly using tolled motorways, the convenience is significant: you do not need to remember which passage still needs to be paid afterwards. Via Verde publishes its current price table; check it rather than relying on an old subscription price quoted in a blog.

Foreign number plates and visitors

Foreign-plated vehicles have dedicated options. Via Verde Visitors currently offers options for people without Portuguese plates and/or without a Portuguese bank account. One option works through the registered number plate without an onboard unit; another uses an identifier and can cover additional Via Verde services.

Via Verde says its visitor solution can be used throughout Portugal’s tolled motorway network. Before driving, make sure the number plate and payment method are correct and active. A typo in a registration number defeats the point of setting it up.

Rental cars: ask how tolls are charged before leaving the desk

Do not assume “tolls included” simply because a rental car has an electronic device. Rental companies may charge toll passages, a daily/device administration fee, or use another arrangement. Ask:

Does this car have an active electronic toll arrangement?

Which roads/tolls does it cover?

Are tolls themselves charged separately?

Is there a daily or per-rental administration fee?

What happens if a toll charge arrives after I return the car?

Keep the rental agreement and final invoice. Toll transactions can arrive later than the journey itself.

Vehicle classes affect the price

Portuguese tolls use vehicle classes, so two vehicles travelling the same motorway may not pay the same amount. Height/axle characteristics matter, and some eligible passenger vehicles may fall under specific class arrangements. If you drive a van, motorhome, unusually tall SUV or imported vehicle, do not assume the ordinary passenger-car price automatically applies.

If you miss or fail to pay a toll

Do not ignore it. An unpaid toll can become much more expensive once administrative and enforcement costs are added. First identify the operator/payment system and check the passage using the official channels available for the vehicle and road. If you have Via Verde, inspect your transactions and make sure the associated payment method did not fail.

For a rental car, contact the rental company as well: the vehicle owner may receive the charge first and pass it on together with an administration fee.

Driving through a Via Verde lane

At conventional plazas, lanes carrying the Via Verde symbol are intended for electronically authorised passage. If your arrangement is active, follow the signs and drive through as directed without stopping at the barrier. Via Verde’s visitor guidance specifically tells customers to use Via Verde-marked lanes and explains that electronic-only tolls are then charged automatically.

If you are unsure whether your account/device/plate is active, solve that before the motorway. Swerving across toll-plaza lanes at the last second is both stressful and dangerous.

Residents: there are also targeted exemptions

Toll policy continues to change. For example, Portugal’s 2026 State Budget created resident/business exemptions on specified A6 and A2 sections for people or entities based in defined Alentejo areas, implemented through an electronic device associated with the vehicle. This is another reason not to rely on a static “Portugal toll map” for years at a time.

Practical newcomer checklist

Before a long journey, check whether the planned motorway section currently charges tolls.

If you will live here and drive regularly, compare the current Via Verde plans.

With a foreign plate, set up an appropriate visitor payment option before using tolled roads.

With a rental car, get the toll arrangement explained before leaving the rental desk.

Check that the plate attached to your toll account exactly matches the car.

Keep your payment method valid.

Do not rely on pre-2025 lists of “SCUT” roads.

Never ignore an unpaid passage or a failed-payment notification.

Useful links

Via Verde Portugal — resident services, account and current plans.

Via Verde Visitors — foreign plates/non-Portuguese banking arrangements.

Via Verde Visitors support — how lanes, electronic tolls, plates and devices work.

Via Verde current price table.

Related BorderlessAdvice guides

#98 Driving in Portugal — rules, roundabouts and everyday driving.

#100 Buying and registering a car.

#101 Importing a car into Portugal.

#102 IPO inspection, IUC and car insurance.

#104 Public transport: trains, buses, metros and cards — next, for journeys where leaving the car at home makes more sense.

Last verified: 2 October 2026.
