What you pay, who pays it and what protection you receive depend on whether you are an employee, self-employed, a company manager or combining more than one status.

Employees: what is normally paid?

For an ordinary employee, the standard contributory rate is normally 34.75% of contributory remuneration: 11% borne by the employee and normally withheld from salary, plus 23.75% paid by the employer. These are not both deductions from the employee’s net salary. Special categories can have different rates. See the current Segurança Social employee guide.

Self-employed / recibos verdes

Most independent workers pay contributions under a different system. The standard rate for trabalhadores independentes is 21.4%; empresários em nome individual (ENI) and EIRL cases generally use 25.2%. Under the ordinary quarterly regime, relevant income is not always the same as invoiced turnover: services are generally counted at 70%, while sales and certain other activities use different percentages. Contributions are paid monthly, normally between the 10th and 20th of the following month. See Segurança Social Direta — independent-worker contribution calculation.

First-time independent-worker coverage generally starts on the first day of the 12th month after activity begins, subject to the statutory rules and available options. Do not describe this as a generic “second-year discount”. See our dedicated self-employed Social Security guide for the detailed quarterly and exemption rules.

Mixed employment + self-employment

If you have a normal employment contract and also issue recibos verdes, an exemption from some independent-worker contributions can apply when the statutory conditions are met. The conditions depend on the relationship between the activities, contributory base and income thresholds. Check your actual status in Segurança Social Direta rather than assuming the exemption is automatic.

Company managers and directors

Managers/directors (membros dos órgãos estatutários) can fall under their own contributory rules. A manager who actually performs management functions commonly falls under a 34.75% global rate structure (23.75% entity + 11% beneficiary), while other statutory-office situations can differ. Ask the company’s contabilista certificado to confirm the precise classification.

What can contributions make you eligible for?

Entitlement depends on the specific benefit. Paying Social Security does not mean every benefit becomes immediately available.

Sickness: sickness cash benefit normally requires a qualifying contribution record; the standard qualifying period is generally six months. See Subsídio de doença.

Unemployment: ordinary unemployment benefit for employees generally requires involuntary unemployment and at least 360 days of paid work in the previous 24 months. See Subsídio de desemprego.

Parental benefits: many parental cash benefits use a six-month qualifying period, but the exact benefit and family situation matter. See Parentalidade.

Family benefits: child/family support is means- and circumstance-dependent; contributions are not the only eligibility test. See Abono de família.

Old-age pension: the ordinary contributory pension generally requires at least 15 calendar years with qualifying remuneration records, subject to the pension rules in force when claimed. See Pensão de velhice.

Freelancers and unemployment protection

Do not assume a freelancer receives the same unemployment protection as an employee. There are specific cessation-of-activity schemes, including for economically dependent independent workers and certain business owners, with their own contribution-history and dependency conditions. Check Segurança Social’s cessation-of-activity guidance.

Newcomers and contributions from another country

EU/EEA/Swiss coordination rules can allow contribution periods from different countries to be taken into account for certain benefits. Portugal also has bilateral social-security agreements with a number of non-EU countries. This does not mean contributions are simply transferred as cash; the coordination rules determine which institution pays and how periods are aggregated. Start with EU social-security coordination and ask Segurança Social about your specific record.

How to check your own record

Log in to Segurança Social Direta.

Check your employment/contribution history and current contributory status.

Verify that employers have reported remuneration correctly.

If self-employed, check quarterly declarations, monthly contributions and any exemption shown.

If something is missing, contact Segurança Social rather than waiting until you need a benefit.

NISS and getting help

Your NISS identifies you in the Social Security system. Foreign workers can sign an employment contract before they have their NISS; the number should then be regularised through the applicable procedure. Use the official gov.pt NISS service.

For account-specific questions use Segurança Social Direta, Linha Segurança Social, or an in-person Segurança Social/Lojas de Cidadão service. Employers and company managers should also use their payroll provider or contabilista certificado where appropriate.

Common mistakes

Thinking the employer’s 23.75% contribution is deducted from the employee’s salary.

Assuming every benefit becomes available as soon as the first contribution is paid.

Assuming recibos-verdes workers have the same unemployment protection as employees.

Ignoring missing contribution records until a benefit or pension is needed.

Assuming EU/foreign contributions are lost without checking coordination rules.

Last verified: 2 October 2026.
