If you live, work, own property or run a business in Portugal, the Portal das Finanças becomes one of your most important government accounts.

What Finanças actually deals with

AT manages tax and customs matters. For a newcomer, that commonly includes your NIF and tax address, IRS income tax, IVA/VAT, self-employed activity and recibos verdes, IMI property tax, IUC vehicle tax, stamp duty, tax debts, payment references, e-Fatura and many business declarations.

Do not confuse Finanças with Segurança Social. AT handles tax and customs. Segurança Social handles social-security contributions and benefits. Many freelancers and employers need to deal with both.

Portal das Finanças: your online tax account

The Portal das Finanças is the main online gateway. You can authenticate with your NIF and Portal password, and supported users can also use Chave Móvel Digital or Cartão de Cidadão. AT states that a new Portal password requested through registration is sent by post to the fiscal address attached to the NIF, so keeping that address correct matters.

Useful areas include:

Dados pessoais / morada — check your tax details and fiscal domicile.

Todos os Serviços — the broad service directory; the Portal search bar is often faster than navigating menus.

e-Fatura — check and classify invoices associated with your NIF.

Atividade — open, change or cease self-employed activity where applicable.

Faturas e Recibos — issue invoices/receipts for independent work.

Pagamentos — retrieve payment information and check tax obligations.

Dívidas fiscais — check outstanding tax debts and, where available, payment-plan options.

e-balcão — send a secure written question or request to AT.

Your fiscal address is not just a contact address

Your domicílio fiscal is the address AT associates with your NIF. It can affect how AT classifies your tax residence and where official correspondence goes. AT currently states that foreign nationals and Portuguese citizens without a Cartão de Cidadão generally have 60 days to report an address change when it changes resident/non-resident status, and 15 days for other address changes. People with a Cartão de Cidadão normally update their address through the citizen-card process, which then updates AT.

See AT’s current fiscal-address guidance. A fiscal-address certificate can also be obtained through the Portal and is available in Portuguese and English.

Changing an address is not a substitute for analysing tax residence. If you move between countries, become Portuguese tax resident, keep a home abroad or have income/assets in more than one country, check the underlying residence and treaty rules rather than assuming a Portal address change settles the tax question.

e-balcão: often the best first contact

e-balcão is AT’s secure electronic helpdesk. It is useful because you can describe the issue in writing, attach supporting documents where the flow permits, and keep a record of the response. AT says it can be used for tax and customs questions; non-residents without a Portal password also have a dedicated non-resident contact route.

When writing through e-balcão, keep the request short and factual: identify the tax/year or transaction, state exactly what is wrong or what you need, and attach the relevant notice, declaration or receipt rather than sending a long life story.

Telephone and in-person help

AT’s Centro de Atendimento Telefónico (CAT) explains tax/customs matters and Portal services. AT uses a telephone-access code for confidential account-specific information; you can register that code in the Portal. In 2026 AT lists the CAT number as 217 206 707, weekdays 09:00–19:00.

For face-to-face help, use a Serviço de Finanças, Loja do Cidadão or other official service channel appropriate to the task. Some services require an appointment. The current gov.pt Finanças service guide is a useful starting point.

Notices: do not ignore the Portal or postal mail

Tax notices can have response or payment deadlines. If you receive a notice you do not understand, first identify:

which tax and year it concerns;

whether it is merely informational, a request for information, an assessment or a collection/enforcement matter;

the response/payment deadline;

whether the Portal offers a direct response route;

whether you need a contabilista certificado, tax adviser or lawyer rather than general customer service.

Save the PDF/notice and any proof of your response. Do not rely only on screenshots of a payment or an informal telephone conversation when a formal deadline is running.

Checking and paying tax debts

Individuals and companies can check active tax debts through the Portal or in person. The government service page explains that active debts may be paid immediately and, where the legal conditions permit, a payment plan can be requested. Start with Consultar dívidas às Finanças.

For recurring taxes and business obligations, use AT’s current 2026 payment calendar rather than copying deadlines from an old blog post.

Finanças for freelancers and small businesses

If you work independently, Finanças is where you normally open/change/close your activity, manage recibos verdes, deal with IVA where applicable, and handle IRS business-income obligations. AT’s ATGO app also supports activity-management functions for independent workers.

BorderlessAdvice has dedicated guides to opening activity, recibos verdes/self-employment, IVA, IRS vs IRC and invoicing; use those for the detailed rules rather than treating the Portal interface itself as tax advice.

When should you use an accountant or tax adviser?

Simple tasks—downloading a certificate, checking a payment reference, changing straightforward details or asking a procedural question—often do not need paid help. Consider professional help when you have organised accounting, a company, cross-border income/assets, multiple income categories, a tax audit, enforcement/debt proceedings, complex VAT, a major property transaction or a disputed assessment.

For a Portuguese contabilista certificado, verify the professional through the Ordem dos Contabilistas Certificados (OCC) register. For legal disputes, deadlines or appeals, a lawyer or appropriately qualified tax professional may be necessary.

Common newcomer mistakes

Assuming the NIF alone means you are automatically Portuguese tax resident.

Leaving an old foreign or Portuguese address attached to the NIF.

Ignoring Portal/postal notices because an accountant “probably receives them too”.

Confusing Finanças with Segurança Social.

Opening self-employed activity without understanding IVA/IRS/Social Security consequences.

Waiting until the deadline day to recover a lost Portal password.

Paying a reference but not keeping the receipt/proof.

Using an unofficial intermediary for a service that can be done directly through AT/gov.pt.

Useful official links

Portal das Finanças

AT — e-balcão

AT — telephone support (CAT)

gov.pt — Finanças service channels

AT — Portal password/access

AT — fiscal address

gov.pt — check tax debts

AT — 2026 tax payment calendar

Last verified: 2 October 2026.
