Portugal has good digital public services, but they are spread across several portals. The trick is knowing which site owns which job. Use gov.pt to discover services and start general procedures, then use the specialist portal for tax, Social Security, immigration, healthcare, civil registration or driving.
The portals to bookmark first
| If you need to… | Start here | Typical uses |

| Handle contributions or benefits | Segurança Social Direta | NISS-related account services, contributions, declarations, benefits, debts and messages. |

| Use public healthcare digitally | SNS 24 | Health information, digital services and access to the SNS 24 ecosystem/app. |
| Civil records, nationality, property/company registers | Justiça / IRN | Birth/marriage certificates, nationality, Citizen Card, property, vehicle and company registration services. |

gov.pt: your front door, not your only account
gov.pt is the best general starting point when you know what you want to do but not which authority owns it. Search the service, read the eligibility/documents section and follow the official transaction link. The gov.pt mobile app can also provide access to digital State services, documents and notifications; in 2026 it is available to people with CMD, including foreign citizens whose CMD is associated with a passport or residence title.
Autenticação.gov and Chave Móvel Digital
Your Chave Móvel Digital is the reusable identity/login layer for many Portuguese services. It can save you from maintaining a separate login method everywhere, and where your credentials support it, CMD can also be used for a legally recognised digital signature. See our dedicated CMD guide before activating it.
Portal das Finanças and e-Fatura
If the question involves your NIF, fiscal domicile, IRS, IMI, IUC or Portuguese tax account, start with Portal das Finanças. Do not confuse it with e-Fatura, the invoice-facing part of the tax ecosystem. e-Fatura lets consumers verify/register invoices, resolve pending items and inspect deductible expenses; it also contains the Fatura da Sorte area.
Segurança Social Direta
Segurança Social Direta (SSD) is the online account for Social Security. Employees, independent workers and benefit recipients use it for contributions, declarations, benefits, messages and other account procedures. The public Segurança Social website is useful for guides and rules; SSD is where many authenticated actions happen.
AIMA: use the procedure-specific channel
AIMA is central to residence administration for many foreign nationals, but there is not one universal “AIMA application” button. Renewals, family procedures and other residence routes can have different portals, forms or appointment channels. Start with the current AIMA page for your exact procedure and avoid old SEF-era instructions. EU citizens seeking a CRUE generally deal with their Câmara Municipal instead of applying for an ordinary AIMA residence permit.
SNS 24: health online and by phone
SNS 24 is a key digital/telephone gateway to Portugal’s public-health system. Keep it separate in your mind from your local centro de saúde or hospital: SNS 24 can provide information and digital services, while the local unit delivers much of the care. For emergencies use 112, not a website.
Justiça and IRN: records, nationality, property and companies
The IRN online-services directory is particularly useful. It brings together services involving the Citizen Card, nationality, births, marriages, divorces, inheritance, vehicles, property, companies and beneficial ownership. Some services require CMD/Cartão de Cidadão authentication; others, such as certain certificate or status checks, can be accessed without it. IRN also notes that online certificates can avoid a trip to a counter and some online requests are cheaper than in-person equivalents.
Other portals worth knowing
- IMT — driving licences, exchanges and transport/vehicle matters within IMT’s remit.
- Livro de Reclamações Eletrónico — the official electronic complaints book for covered businesses/service providers.
- Espaço Cidadão — useful when the digital route is confusing or you need assisted access to public services.
- Justiça services directory — useful when you know the legal/registry task but not the exact IRN service.
Do not trust a site merely because it looks governmental
Immigration, tax and document procedures attract paid intermediaries and look-alike websites. A commercial service can be legitimate, but it is not the same thing as the Portuguese State. Before entering a NIF, NISS, passport number, CMD code, bank details or card information, check the domain and reach the service from an official portal where possible. Never give another person your CMD PIN or one-time authentication code.
A practical newcomer setup
- Bookmark gov.pt and activate CMD when eligible.
- Make sure your Portal das Finanças access works and your fiscal address is correct.
- Check e-Fatura periodically instead of waiting until the IRS filing season.
- Set up Segurança Social Direta once you have/need Social Security access.
- Bookmark the exact AIMA procedure page relevant to your residence status rather than relying on an old saved SEF link.
- Set up the SNS 24 app/services when eligible and keep 112 for emergencies.
- Use Justiça/IRN for civil, nationality and registry matters.
- Save confirmations, PDFs, payment references and screenshots of important submissions.
