If you cannot exchange your foreign licence — or you are learning from scratch — the normal route for a car licence (category B) is Health Declaration → theory → driving lessons → CBR practical exam → first licence application at your municipality.
Age rules for category B
| Step | Minimum age |
|---|---|
| CBR theory exam | 16 |
| Driving lessons | 16.5 |
| Practical exam | 17 |
| Driving alone | 18; a 17-year-old licence holder drives only under the 2toDrive rules with an approved coach |
1. Health Declaration
For a first driving licence and for most new licence categories, you complete a Gezondheidsverklaring. CBR assesses whether you are medically fit to drive and can request information, an examination or a driving test if necessary. Start early if you have a condition that may require medical review; RDW warns that CBR processing can take months in more complex cases.
2. Theory
You need a valid theory result before the category-B practical exam. Use the official CBR route for current exam formats, language/accessibility options, locations and fees. Be cautious with third-party websites that resemble an official booking service: check exactly what service and surcharge you are paying for.
3. Choose a driving school deliberately
- Ask for the lesson length in minutes, not only the headline lesson price.
- Ask what is included in a package: lessons, practical exam, administration, use of the school car, cancellation/rebooking and any resit.
- Do not choose on a single pass-rate number alone; compare instructor continuity, communication, lesson planning and contract/refund terms.
- Be careful about paying a very large non-refundable package before you know whether the instructor and teaching style suit you.
- Get the price and cancellation terms in writing.
4. Practical exam
CBR administers the practical driving test. Your theory result and medical fitness must be in order. Availability can vary by location and period, so do not build a moving/job deadline around an assumed exam date until the reservation is confirmed.
5. After you pass
You apply for your first Dutch driving licence at your municipality. RDW says you can apply from the day after passing. Bring a valid ID and compliant colour passport photo. The normal card is ready after about five working days, and you may not drive merely because you passed: wait until you have collected the licence card.
Under 18: 2toDrive
A 17-year-old who passes may drive only with an approved coach until turning 18 and must have the 2toDrive coach arrangement in place. The coach must meet the programme conditions. From age 18, the licence holder may drive independently.
Budgeting tip
The largest cost is usually lessons, not the plastic licence card. Compare schools on the expected total route to exam readiness, not only an introductory lesson price. A cheaper hourly lesson is not cheaper if you need many more lessons or pay duplicate administration/exam charges.
