In Dutch, both HBO and WO are higher education, but they are different branches. HBO is hoger beroepsonderwijs and is usually taught at a hogeschool (university of applied sciences). WO is wetenschappelijk onderwijs at a research university.
HBO: professionally oriented higher education
HBO programmes are designed around professional practice and usually contain applied projects, practical assignments and work placements. A standard HBO bachelor’s programme normally takes four years. HAVO is the secondary route principally designed to lead into HBO; MBO-4 and VWO can also provide routes into HBO.
WO: research university
WO is more academically and research oriented. A standard WO bachelor’s programme normally takes three years and is commonly followed by a master’s programme. VWO is the secondary route principally designed to prepare students for WO.
Is HBO a ‘lower university’?
No. That shorthand is misleading. The Netherlands has a binary higher-education system with professional higher education (HBO) and research-oriented higher education (WO). They differ in orientation, teaching and typical admission routes. The right route depends on the profession and study goal.
Can you move from HBO to WO?
Routes exist, but admission is programme-specific. A research university may require a completed HBO degree, a relevant propedeuse, a pre-master or particular subjects. Always check the receiving programme rather than assuming automatic transfer.
