The Dutch education system branches earlier than many newcomers expect. After primary school, pupils generally enter VMBO, HAVO or VWO. These routes are different pathways, not simple labels of a child’s worth, and later progression remains possible.

The route map

  • VMBO normally lasts 4 years and mainly leads to MBO. Depending on the pathway and conditions, progression to HAVO can also be possible.
  • HAVO lasts 5 years and principally prepares pupils for HBO (higher professional education).
  • VWO lasts 6 years and principally prepares pupils for WO (research university); VWO graduates may also choose HBO.
  • MBO has levels 1–4. An MBO-4 diploma can provide access to HBO.

School advice and the transition from primary school

Primary-school advice plays an important role in placement. Pupils also take a primary-school leavers test. If the result is higher than expected, the primary school must reconsider its advice. Many secondary schools offer more than one level, and bridge classes can combine levels such as HAVO/VWO.

HAVO and VWO profiles

In the upper years, pupils choose one of four profiles: Natuur en Techniek, Natuur en Gezondheid, Economie en Maatschappij, or Cultuur en Maatschappij. Subject choices can affect access to later programmes.

New to the Netherlands?

Children whose Dutch is not yet sufficient for ordinary secondary education may enter newcomer provision, often called an internationale schakelklas (ISK). Its central purpose is intensive Dutch-language development and transition into regular education.

School types and educational concepts

Dutch publicly funded education includes public and denominational schools, while schools may also follow educational concepts such as Montessori, Dalton, Jenaplan or Vrije School. Some secondary schools offer bilingual education. International schools form a separate option for some families.

Do not stop at the first route

The system contains progression routes. Examples include VMBO to MBO, MBO-4 to HBO, HAVO to HBO, and VWO to WO. Under applicable admission rules pupils may also move from VMBO into HAVO or from HAVO into VWO. The practical route depends on the diploma, subjects and institution.
