Portugal newcomer resource hub: useful numbers, official websites and glossary

For the full procedure behind any topic, follow the relevant BorderlessAdvice guide; use this hub when you need to remember who does what, where to go, or what a Portuguese term means.

A simple newcomer filing system

Create one secure folder—digital, with an offline backup if possible—with your passport/ID, residence document, NIF proof, NISS proof, health number, rental/purchase documents, employment/business documents, insurance policies and important receipts. Keep a separate note with your Portuguese portal usernames and which phone number/email each account uses, but do not store passwords or authentication codes in an unsecured document.

When dealing with Portuguese administration, save the comprovativo after every important submission or payment. If you telephone an authority about a case, note the date, service and what you were told. For formal matters, an authenticated written channel such as e-balcão can provide a more useful record than relying only on a phone conversation.

When you are unsure where to start

  1. If there is immediate danger, call 112.
  2. For a government procedure, search gov.pt services first.
  3. For tax, use Portal das Finanças/e-balcão; for Social Security use Segurança Social Direta; for migration use AIMA; for health use SNS/SNS24.
  4. If you need face-to-face help but do not know the competent office, use the gov.pt service-location finder or call Linha Cidadão.
  5. Check the relevant detailed BorderlessAdvice Portugal guide before submitting something consequential: many procedures depend on nationality, residence status, municipality, tax status or personal circumstances.
