Outside the main NS rail network, Dutch public transport is run by regional operators under local concessions. The operator on your route matters because subscriptions, customer service, refund rules and even the card platform used by a discount product can differ.

Who runs what?

Area / modeCommon operator(s)Newcomer note
Amsterdam regionGVB; plus regional Connexxion/Transdev, EBS/MeerPlus and rail operatorsDo not assume a GVB-only subscription covers regional buses or NS trains.
Rotterdam regionRET plus regional operatorsRET runs metro/tram/bus; regional products can have separate validity.
The Hague regionHTM and EBS, with rail connectionsHTM products generally focus on HTM services.
Utrecht regionU-OV / Keolis and Transdev, plus NS/other railCheck which operator serves your specific bus/tram line.
North / East / South regional rail and busArriva, Qbuzz, RRReis, Keolis and others depending on province/concessionA train transfer between operators can require check-out/check-in at the interchange.

The operator landscape changes when concessions change. Use the current 9292 operator directory rather than memorising an old map.

Why one national card does not mean one national subscription

OVpay lets the same bank card/OV-pas work across operators for basic travel, but a discount product can still be limited by operator, mode, zone or time. For example, a GVB Flex product is for GVB bus/tram/metro and does not automatically cover the train or another operator. Regional “Vrij”, zone and discount products can have similarly narrow boundaries.

Use the 9292 subscription guide as a comparison layer

9292’s 2026 subscription guide lists dozens of regional products and lets you compare by operator/region. Treat it as a discovery tool, then verify the current price and validity on the operator’s own site before purchase.

  • Amsterdam examples include GVB Easy Flex, GVB Flex and GVB Extra Flex, plus broader products such as Randstad Noord Vrij.
  • Rotterdam has RET discount and regional products.
  • Utrecht has U-OV products including discount/free-travel structures.
  • Arriva, Qbuzz, RRReis, EBS and other regional operators have province/concession-specific products.

Age and local youth discounts

The national age discount gives children 4-11 and people 65+ 34% off bus, tram and metro when properly configured. But some cities/regions offer stronger temporary/local schemes. In 2026, 9292 lists examples of municipal free child travel in Amsterdam, Utrecht and The Hague. These schemes have residency, age and end-date conditions, so check the local current rule rather than assuming children always travel free nationwide.

Student travel

The Studentenreisproduct can be extremely valuable, but eligibility is tied to Dutch student-finance rules and is not automatic for every international student. Eligible students choose a weekday or weekend product, with different free/discount periods. The product still relies on the personal OV-chipkaart during the 2026 migration.

Regional e-tickets

The 9292 app sells e-tickets for many complete journeys that combine operators, which can be convenient for visitors or groups. Bus/tram/metro e-tickets become usable shortly before the planned journey and the QR/check-in instructions are ticket-specific. If you use an e-ticket, do not simultaneously tap a bank card.

How to choose a regional product

  1. Use 9292 to identify the operator(s) on the commute.
  2. Record the normal single fares for a typical week.
  3. Filter the 9292 subscription guide for that operator/region.
  4. Check the product on the operator’s site for exact 2026 price, zones, peak/off-peak windows and whether it lives on an OV-chipkaart, bank card or OV-pas.
  5. Check employer reimbursement and local youth/senior schemes.
  6. Recalculate if you move home, change employer or your route uses a different operator.
Common newcomer mistake: buying a city-branded pass because your home is in that city, even though the commute crosses into a different operator’s concession. Always plan the actual door-to-door route first.
